Randy Carmichael Ron Glass Randall Randolph “Randy” Carmichael (also known as Mr. Carmichael or "Mr. Dummi Bear") is the father of Susie, Alyssa, Edwin, and Buster and also the husband of Lucy. He is a writer for the "Dummi Bears" TV show. He lives across the street from Stu and Didi. While at home, Randy doesn't like to talk about the "Dummi Bears" or his job. Although he doesn't like to talk about his job, in "Dummi Bear Dinner Disaster" he seems very enthusiastic about his plots that he writes, however, his boss does not seem to like his ideas, finding them boring.
Lucy Carmichael-Meet the Carmichaels
Lucy Carmichael Cheryl Carter (1992, 1997-), Lisa Dinkins (1993), Hattie Winston (The Rugrats Movie) Dr. Lucille "Lucy" Kojo-Carmichael is Randy's wife and the mother of their four children: Alyssa, Buster, Edwin and Susie. She is a Harvard-educated wonder mom, she plays piano and learned a few culinary tricks from Le Cordon Bleu. She has various hobbies, such as piloting commercial jets, making replica Tiffany lamps and conducting heart surgery. Also, as Didi's primary physician, she delivered Dil at birth. She's a beautiful, kind-hearted woman, she also takes great pride in her cooking, believing that's what got Randy's boss into promoting him, and tries to be very supportive to her eldest daughter, Alyssa, so to prove she can be mature.
Melinda finster
Melinda Finster Kim Cattrall Melanie Melissa "Melinda" Finster is Chuckie's late birth-mother. She loved flowers, and she died a few months after Chuckie's birth, long before the show began. She is only seen in flashbacks, although she is referenced several times in the series.

Boris and Minka 2
Boris and Minka Kropotkin Michael Bell (Boris) and Melanie Chartoff (Minka) Борис Кропоткин and Minka Kerpackter-Kropotkin (Also known as Boris and Minka) are Didi's parents, and Tommy and Dil's maternal grandparents . They live nearby and so often pop around. They love to argue, mainly over something silly. They love Tommy and Dil with all of their heart, so often disagree with Stu and Didi's baby raising decisions however small. Boris constantly refers to "the old country" which is where he was brought up. They are quite set in their ways and believe in old methods and remedies. Boris and Minka sometimes get roped into babysitting while the grownups go out but somehow the Rugrats always seem to get up to mischief.

Spiffy and Pepper Purple and brown (respectively) puppies adopted by the Drew Pickles and Chaz Finster households. Probable (one is led to believe) offspring of a union between Spike and Fifi.

Reptar not voiced

Reptar A big green dinosaur reminiscent of Godzilla. Tommy and the other Rugrats love him; Reptar products such as cars, clothes and candy are frequently seen on the show. Reptar was a main character in Rugrats in Paris and had his own theme park called Euro Reptarland. There was a giant Reptar robot that Stu built there too.

Robosnail John Lithgow

Robosnail (voiced by John Lithgow): Reptar's arch enemy. Robosnail is a mechanical snail with snapping pincers. He made a special guest appearance in Rugrats in Paris, controlled by Jean Claude-Coco's assistant. Robosnail and Reptar fought throughout Paris and he wound up falling into a river.

Thorg
Thorg Michael Bell

Thorg: a gorilla resembling King Kong. His only known quote is "Thorg hungry! Thorg want eat!"

Mr. Friend
Mr. Friend Tress MacNeille (TV series)

Kath Soucie (Rugrats: Search for Reptar)

Mr. Friend: A robotic clown which Stu created and tested it on the babies. It is creepy and always finding the babies, attempting to "make friends" with them. Eventually buried, only to return in many smaller versions which Tommy & Chuckie destroyed.

Larry and Steve Scott Menville

Larry and Steve:a pair of teenagers who are seen occasionally on the show. They do various jobs such as theatre ushers and grocery store clerks.

Paul Gatsby
Paul Gatsby Phil Proctor Paul Gatsby is the creator of the fictional Dummi Bears children's empire. He is based on real-life "Rugrats" co-creator Paul Germain. Paul is a generally calm, but stern person. He likes Randy as a writer and his family in general, but he tires of Randy's repetitive writing material with plots. He's rejected a lot of his plots, though in his opinion they were all the same. Susie believed he liked their family so much that he'd buy them a new house every time he enjoyed dinner. However, what Paul most likely did for Randy was try to find new inspiration and write new material. He's a bit disturbed at how all of his neighbors overly enjoy the stupid cartoon and how Chas takes it a bit too seriously (calling it, with good reason, "mindless"). While he might enjoy how the Dummi Bears have become a success, he becomes increasingly annoyed with how the DeVille's try to show their over enthusiasm for the show and Drew's attempt to become a business associate with him.
Hugh Pickles
Hugh Pickles Jim Ward Hugh, along with his wife Dottie, hosted the Pickles family reunion in Willoughby, Iowa. Hugh is the distant cousin to Drew and Stu. Hugh looks identical to Stu, but has brown hair like Drew's only a little darker and messy looking. He's a farmer, who takes great pride in his crops. Sunflower seeds are the most popular crop, he also has a vast cornfield, a barn to the milk cows and various farm animals. He speaks with a calm country accent and is very friendly to the Pickles family. Their son is Timmy-Ray Pickles, he was 36 Years Old.
Dottie Pickles
Dotti Pickles Kath Soucie Dottie, along with her husband Hugh, hosted the Pickles family reunion in Willoughby, Iowa. Dottie had similar hair to Didi but hers is much shorter a little bit over her shoulders and is possibly auburn or at least a mix shade of brown and red. Her hair is curly like Didi's but is more of a country homemaker type. She wears normal clothes and an apron. Its assumed she helps her husband out on the farm with work. She also speaks with a Minnesotan accent, hinting that she's not from Iowa. She is friendly like her husband, she adores children and is very friendly to Angelica and Tommy. Unlike Didi, she doesn't appear to rely on specialists like Dr. Lipschitz. Their son is Timmy-Ray Pickles.
