Along with Arlene Klasky and Gábor Csupó, he was one of the creators of Rugrats (one of the first three Nicktoons), All Grown Up!, and Rugrats Pre-School Daze and was a primary creative force for the series. With his Rugrats colleague Joe Ansolabehere, he later went on to create Recess and Lloyd in Space for Disney.

Among his film credits are Say Anything..., Big and Broadcast News.

Germain's son was the inspiration for Tommy Pickles. Angelica was based on a bully (who was a girl) in his childhood.
